Strictly it should be minced (ground) lamb in gravy with mashed potato on top and baked in the oven.  Often it is called shepherds pie if beef is used instead of lamb, but that should be called Cottage Pie.  Although some say it is Cottage Pie if it also has vegetables in it as well as meat. I have also seen it referred to as Cumberland Pie.  A vegetarian version is called Shepherdless Pie and another as Sherpherdess Pie.

I usually use sour cream or crème fraîche in the mash instead of milk.  Others use butter..
