It seems Jesus is telling his disciples that his coming would happen before they had run out of cities to flee to.Mat 10:7 And as ye go, preach, saying, The kingdom of heaven is at hand. .... 23 But when they persecute you in this city, flee ye into another: for verily I say unto you, Ye shall not have gone over the cities of Israel, till the Son of man be come. We tend to think of Jesus 'coming' as his second coming for resurrection & judgement. What was his coming to claim his kingdom? Mat 21:5 Tell ye the daughter of Sion, Behold, thy King cometh unto thee, meek, and sitting upon an ass, and a colt the foal of an ass. ... 9 And the multitudes that went before, and that followed, cried, saying, Hosanna to the Son of David: Blessed [is] he that cometh in the name of the Lord; Hosanna in the highest.
