I'm not up on all that, but I think it requires a certain number of post before one can do that, but I feel sure someone that knows will give an answer soon.

Yes, you have to have made 10 posts in the forums before you can request to remove the restrictions to the other forums.

No, you need 10 posts to use the personal messaging system (Done to stop spam). The groups have no post limit, just go ahead and join one of the groups.
