Scornful men bring a city into a snare: but wise men turn away wrath.

The scorners are proud and arrogant (21:24), and full of hatred, strife, and discourse (22:10), who resist any form of correction (13:1), even though they deserve to be flogged (19:25). Turning away wrath is also addressed in James 3:16-18.
