It’s okay to talk and fellowship without noise. There might be someone praying ?

Sorry, TGL, but God can hear above the noise. Your continued use of hypotheticals and opinion on things like this aren't really helpful.

That's fine if someone is praying, they're not praying to me so I'll continue fellowshipping with other believers. I honestly believe that fellowship is one of the key components to a healthy church. Noise is party of fellowship.

It’s ok and everyone seems to be doing the same out loud fellowship, in the worship building before the service. But I realize and see, that anywhere there’s an assembly or body of people in a  auditorium, court building, conference, or meeting rooms people don’t make that much noise. They seem to make much more noise, when it comes to recreation or park, and game activities.

I've noticed people in court rooms and outside being both. It just depends on the people and the setting. It's only to be expected that in a recreational or game type setting that people would be louder than when in a funeral home or a library.
