We have friends in several of these countries. I was thinking, if you know the number then answer it. Most folk probably do not have friends in these countries. If it is important they will leave a message. They a person can decide whether to call back or not. Scammers almost never leave a message. You're right...scammers won't leave a message. I would never recommend that someone call these numbers back. If we don't recognize a number on our phones, we don't answer...period.
