Sounds pretty plain to me. He laid aside his garments (clothes) and put on a towel. Why is there anything wrong with that?

I'm sure they were his outer garments. Back in that day, men wore tunics under their robes. So likely he put aside his outer garments but still had on his tunic. The God who commands modesty wouldn't wash feet buck naked.
