Revelation 22:5 - And there shall be no night there; and they need no candle, neither light of the sun; for the Lord God giveth them light: and they shall reign for ever and ever.

Who are the believers going to reign over? Over unbelievers who will be tormented forever and ever? over fallen angels who are also going to be tormented ever and ever? Or is this symbolic of victory over all evil ? Thanks in advance!

Love,
Madeline

Probably over angels who have not fallen & the rest of Gods creation. The bible says that believers will judge angels, and while that is speaking of fallen angels more than likely, it still shows a position of some authority.

Why do you think that verse refers to believers and not to God?

If you look at the verses preceding, and even at that verse, it is referring to someone besides God. God giveth them...and they...

I thought that was refering to the different persons in the triune God just as in Genesis where it states, "let us make man in our image" Gen 1:26

It could look like that, but verse 3-5 state:
And there shall be no more curse: but the throne of God and of the Lamb shall be in it; and his servants shall serve him:

And they shall see his face; and his name shall be in their foreheads.

And there shall be no night there; and they need no candle, neither light of the sun; for the Lord God giveth them light: and they shall reign for ever and ever.

Note that in verse 3, it says "his servants." Verses 4 and 5 use the pronoun "they" to refer back to "his servants." It is obvious in verse 4 that "they" refers back, because the triune God won't need His name in His forehead. And in verse 5, God is light, so He wouldn't be giving Himself light. See what I mean?

The question was who are the believers reigning over? not who is serving.

No - your question was why someone believed it was believers who would be reigning and not God. I was simply answering your question, not the OP's.
