oh, that is So horrible! little kids hands being smashed by a bike and other little kids are watching this. This tells me that this may be a form of punishment.

then again some grownup are smiling.. so he may taken off some weight of his bike while he does this? (or weight is being spread out with other hands? A physic thing, kinda like laying on a bed of nails)
