It's well known by most anyone who works in the system or who has had dealings within the system that corruption is rampant throughout.

Every prosecutor and defense lawyer knows which agencies will provide them what they want; which experts will spin things their way; which judges are on the take and what their price is; which prosecutors and defense lawyers can be bought one way or another...

One attorney I know loves it when elections for district attorneys come around because those already in office use their office to suddenly go after criminals to show they are "tough on crime" (even if that means spending huge amounts of money to track down and bring back people with piddly charges against them who otherwise would have never returned to the area). That means more business for defense attorneys and also means the jail gets filled, the court calendar gets filled, and the DA is willing to cut deals and make trades in order to have his way in a couple of bigger cases in exchange for giving breaks to the defense attorneys in other cases.

Money and power are far more a factor than truth and justice.
