Alan's post in When a FBC decides to give to a new mission, should the members of the church have the opportunity to vote or should that just be up to the Pastors and clergy? was marked as the answer
In a true independint Baptist Church this would not even be a question as besides the pastor, there is no other 'clergy., or 'board, or 'denomiantional headquarters,' to seek approval for.
In a New Testament Baptist Church the members and the pastor make the decision. Think about it.
