Actually Pilgrim, the Queen has to approve every governmental decision, and could in fact refuse any of them.
The overwhelming majority are of course "rubber stamped".
They run as a democracy.

A friend of mine says that Australia should have a lottery system where a new Monarch is chosen each year by random.
King for a year........

Actually the Athenians chose the members of the council each year in a lottery.  Not many of them around today though, so I guess the system didn't work all that well in the long run.
