It is taken off the bone, ground up, and then packaged into the tin cans and processed while in the can. It was invented as food rations for GIs in WWII - it is designed to be compact and portable so they could carry it in their backpacks on a march, then easy to open up and eat while in the field - usually sitting in a foxhole without benefit of cooking or risk of making a fire.
