Email Help for a Missionary in S. Africa Please

I'm in touch with a missionary in South Africa who is having email problems. From what I can gather is appears that his connection to his outgoing server is extremely slow. He can send short emails but long one get returned with a msg similar to this:

An unknown error was returned from the SMTP server. Account: 'xxxx', Server: 'xxxx', Protocol: SMTP, Server Response: '475 connections from your network are restricted', Port: 25, Secure(SSL): No, Server Error: 475, Error Number: 0x800CCC61

(for security I marked out account and server info...

Can anyone help this missionary? I'll email you his info.
(He's hesitant to call his service provider... says they will no help)

Outgoing mail for Outlook Express:

#1 - Click on tools --> accounts
#2 - Click on account properties
#3 - Click on servers
#4 - Check the box that says 'my server requires authentication'
#5 - Click on settings for this check box
#6 - Under logon information choose 'log on using' and enter user name and password.
#7 - Check 'remember password'
#8 - Click 'ok'
#9 - Click 'apply'
