I'm not sure about other states, but in Oregon, the trend toward non-traditional education is huge. There is a reason for that but lawmakers don't want to admit it. We instituted here a program called CIM--certificates of initial mastery. Our public school students have to pass these compulsory tests in order to be eligible to graduate from high school on time. They were shoved down our throats; they told us that these would make our children more desirable to companies as employees. Problem 1: states outside Oregon couldn't care less. Universities outside Oregon felt the same way. Problem 2: employers inside Oregon didn't care either. Instead of scrapping the program, however, the students are still forced to pass them.
