most of them are rude and self-centered. or in a gang. or both.

We had plenty of rude and self-centered folks but no gangs.

we don't really have all that many in gangs.

When gangs first show up the local authorities should do everything within their power to eliminate them immediately.

They didn't go all out or it would have worked. There are some success stories but all the local authorities have to hit this hard, constantly and consistently when it first appears in order to end it.

Once the gangs are allowed to gain a foothold they will receive outside backing and support that will prevent them from being brought to an end.

Derby is in the top ten places to raise a family nationwide though.
