People always do at the last night of the proms.  I always think the Sea Shanties are the best bit.  There is such a change of mood from one to he other.  One has people almost crying and when they get to the Sailors Hornpipe that jump up and down an clap and one or two blow horns.  It is more like a party.  There are certain items that are always included in the second half including Rule Britania, usually sung by a foreigner.  The conductor is usually from overseas.  I think in the above video he was a Finn.  He had a union flag on his front and a finnish flag on his back.
