Reprobate Mind/ Other Religions

1st Question

In Romans 1:27-28 KJV - And likewise also the men, leaving the natural use of the woman, burned in their lust one toward another; men with men working that which is unseemly, and receiving in themselves that recompense of their error which was meet. And even as they did not like to retain God in their knowledge, God gave them over to a reprobate mind, to do those things which are not convenient.   

So does this mean that if you reject god, there is a possible chance he gives you over too a reprobate mind? So don't all Muslims and all other religions reject god since they worship a different one then the god of the bible. How come god does not give them up. A lot of muslims pray always and seem connected to God. Seem peaceful, since they rely on work based salvation to get them to heaven. 

2nd Question

When a muslim or any other religion prays and gets the prayers answered, who is answering. I thought us Christians had the truth. Who's answering there prayers. 

Please Answer both these questions with biblical verses and also in an abstract theoretical way.

What good is an abstract theoretical answer?

The Lord God is not answering the prayers of the lost. Some of their prayers may seem to be answered, but it could be as simple as God’s general provision to mankind (ie. you are certainly not going to find that they have all their prayers answered).

Acts 17:24-25 God that made the world and all things therein, seeing that he is Lord of heaven and earth, dwelleth not in temples made with hands; 25 Neither is worshipped with men's hands, as though he needed any thing,seeing he giveth to all life, and breath, and all things;

Acts 14:17 Nevertheless he left not himself without witness, in that he did good, and gave us rain from heaven, and fruitful seasons, filling our hearts with food and gladness.

Matthew 5:45 That ye may be the children of your Father which is in heaven: for he maketh his sun to rise on the evil and on the good, and sendeth rain on the just and on the unjust.
