Is Washington coming to it's senses?

No. It's more likely Obama is facing the fact he's only got less than two years as president so he's got to get busy making sure the legacy he wants painted of him is in place when he leaves office. One of Obama's biggest goals is to be known as the "peace president" in his legacy. He wants to be known as the one who ended the Bush wars, ended the other hostile relations around the world (which he also says is because of Bush). This is the reason for his reluctance to get overly involved in what's been going on in the Middle East; his obsession with making a treaty deal with Iran, his opening doors to Cuba, his moves to get more prisoners out of Gitmo, etc.

He needs to make the impression that he somehow managed to bring about peace from the "Ukraine crises" (of his own making).

Kerry, after the meetings with Putin, has moved on to China with weak complaints about China's aggression in the South China Sea. Obama isn't going to risk upsetting China over their attempts to steal claim to vast square miles of the sea (about 90% of the South China Sea), with all it's potential resources.

It would not be surprising to know Obama wants to leave office with the appearance of peace around the world; or at least with America being at peace with the world, while rubbing his hands together just waiting for the next president to involve America in a war so he can shout about what "they" did with the peace he handed them.
