If it's not in writing...it didn't happen!! Otherwise, these people just move on to less supervised "care taker" jOBs. Yes, there need to be stiffer criminal law's enforced!! Physician's that specialize in elderly care advise you stop by unexpected and as often as a few time's a week. Can be any family member just coming for a visit!!
