This is why patient's, when recieving any type of long-term medical treatment, must speak up for those who aren't able. If it's not in writing...it didn't happen!! Otherwise, these people just move on to less supervised "care taker" jOBs. Yes, there need to be stiffer criminal law's enforced!! Physician's that specialize in elderly care advise you stop by unexpected and as often as a few time's a week. Can be any family member just coming for a visit!! Make your family member that can't speak for themselves a inconvient target!!
