I never had time to discuss this in the past and never thought I would want to but, I've had a change of mind.
Could some of you help me understand some of the following:

How do I start a blog?

Who can see your blog once you start one?

How secure is your blog from others editing it?

Can others leave comments about your blog comments?

Is there a cost involved with having a blog?

Is there a way to prevent obscene ads from appearing on your blog page?

Is there a lot of time required to create a blog page?

Can someone provide a few best practice or best in class example pages?

How do I start a blog?

This question has many answers to it. The simplest one is you can sign up for a free blog at a blogging service such as Blogger or WordPress.com

Who can see your blog once you start one?

Usually when people set up a blog, it's available to the public. You can make a private blog in a few different ways, but most people don't do that and it's also not a short discussion, so I won't talk about it yet.

How secure is your blog from others editing it?

Well, pretty much, the security is comparible to that of this forum. You use your username and password to post from your account.

Can others leave comments about your blog comments?

Yes. You have the option of comments or no comments.

Is there a cost involved with having a blog?

If you host it yourself, then there is. There are many free blogging services available though (eg. Blogger, WordPress.com).

Is there a way to prevent obscene ads from appearing on your blog page?

That depends on where you get your blogging service from or if you host it on your own.

Is there a lot of time required to create a blog page?

I'm not sure what you mean by blog page. Creating the blog itself takes a few minutes if you use already made blogging software. Making a post takes as long as you need to type it up, same as on this forum.

Can someone provide a few best practice or best in class example pages?

Um, I dunno, there's hundreds out there. Try http://www.thebestofblogs.com/ maybe.
