Having had seven children, I do not believe a child can comprehend sin.

For I was alive without the law once: but when the commandment came, sin revived, and I died. Rom 7:9 A Child at 3 is beginning to know what displeases his parents, good behavior and bad behavior. Not what displeases God, their conscience is developing to know good from evil.

 It maybe wrong to spill your milk, but that is not sin. When does a Child know that he is accountable to God, I do not know. But 3 it is doubtful.
